NY Statewide Investment in More Swimming (NY SWIMS)

The Dormitory Authority State of the State of New York (“DASNY”), in consultation with New York State Office of Parks, Recreation and Historic Preservation (“NYS OPRHP”), is releasing this Request for Information (“RFI”) to determine interest and solicit information from municipalities, local recreation commissions, not-for-profit organizations, pool vendors, and contractors authorized to do business in New York State that are interested in participating in the New York Statewide Investment in More Swimming (NY SWIMS) initiative, a new competitive grant program to expand access to safe swimming across the state. The FY2025 Executive Budget includes $150 million in capital funding for NY SWIMS grants. NY SWIMS grants can be used to fund the design and construction, renovation, or assembly of swimming pools along with other related capital expenses, including but not limited to, site infrastructure, land acquisition, ancillary splash pads, diving boards and slides, bathrooms and changing rooms, concessions, and other features that create value for local communities.
This RFI is a formal, non-competitive informational inquiry that is being released to obtain market information, desire, and input on services provided in connection with the NY SWIMS program. Submittal of an RFI is not a condition for future consideration as a grantee or potential provider of the services contemplated herein. Consequently, it is understood and agreed that no obligation or commitment is made by DASNY or NYS OPRHP to any Respondent submitting a Response to this RFI.
The information collected through this RFI will inform subsequent procurements to advance the NY SWIMS grant program. It is anticipated that DASNY and NYS OPRHP will issue one or more Request for Applications for municipalities and not-for-profit organizations to advance public pool construction and renovation, temporary or movable pop-up pools and innovative pool projects with an emphasis on underserved neighborhoods across the state once funding is allocated in the FY2025 Enacted Budget.

Consolidated Funding Application (CFA)
OPRHP is dedicating up to $27.9 million to parks, historic preservation, and heritage areas through the CFA for the Environmental Protection Fund and Recreational Trails Programs.
The Environmental Protection Fund Grant Program for Parks, Preservation and Heritage (EPF) offers up to $26 million in matching grants for the acquisition, planning, development, and improvement of parks, historic properties listed on the National or State Registers of Historic Places and heritage areas identified in approved plans for statutorily designated Heritage Areas. Funds are available to municipalities or not-for-profits with an ownership interest. The maximum award is $500,000. If the total project cost is greater than $4 million, up to $750,000 may be requested.
The Recreational Trails Program (RTP) offers up to $1.9 million in matching grants for the acquisition, development, rehabilitation and maintenance of trails and trail-related projects. Funds are available to non-profit corporations and municipalities. Funded projects must further a specific goal of the Statewide Comprehensive Outdoor Recreation Plan (SCORP), the Statewide Trails Plan or a local plan, and must be accessible to the public. Source of funds: Federal Highway Administration (FHWA). The minimum grant award for restoration, development and property acquisition projects is $25,000. The minimum equipment purchase-only award is $5,000. All grant awards are capped at $250,000.
The deadline for submission is 4:00 p.m. Friday, July 28, 2023.

State Parks, through state and federal funding sources, provides a number of grant programs. From historic preservation efforts to playgrounds and trail development, we provide grants to a variety of projects that promote recreation, preserve our historic and natural resources and generally improve the quality of life in communities throughout the state.
All applicants must use the Regional Economic Development Councils' online application process, the Consolidated Funding Application (CFA). The CFA is available through our website and the Governor's Regional Economic Development Councils website at http://regionalcouncils.ny.gov.
Regional Grants Administrators are available in the Agency's Regional offices to offer assistance with applications and program details.
